    Turns out Robin Williams was presenting the award for Best Supporting Actress as a part of the tradition wherein the previous year's Best Supporting Actor presents that award. Though Robin Williams won twelve years ago (for Good Will Hunting), he was chosen to fill in for 2008's posthumously-awarded Best Supporting Actor, Heath Ledger.
